UN VOLCKER REPORT NAMES CONGRESS PARTY & NATWAR SINGH AS BENEFICIARIES OF SADDAM’S OIL BRIBE
Illicit Barrels of Iraqi Crude Allocated to Congress Leaders in Exchange for Diplomatic Stances
On 27 October 2005 (with preliminary findings leaking in August 2005), the United Nations Independent Inquiry Committee headed by Paul Volcker published its final report on the Iraq Oil-for-Food program.
The report listed the Indian National Congress party and Union External Affairs Minister Natwar Singh as "non-contracting beneficiaries" who received allocations of millions of barrels of crude oil vouchers from Saddam Hussein’s regime in Iraq.
The vouchers were flipped to Swiss oil trader Masefield AG for multimillion-dollar illegal surcharges, forcing Natwar Singh's exit from the Union Cabinet.
